Refuse Collection

Dear Rochester Borough Resident and property owner,


We would like to take this opportunity to welcome you and inform you that J. Young Refuse has been awarded the contract to provide residential garbage removal to the Borough of Rochester.

Landlords, please ensure your tenants receive a copy of these guidelines.


We would like to take this opportunity to briefly introduce our company.

J. Young Refuse is a well-established organization located in Beaver County for the past 32 years, with business transactions being carried out in Allegheny County and Beaver County.

We provide residential and commercial refuse removal, along with residential recycling service.


Our office is open Monday through Friday 8:00am. To 4:00pm.

Your collection day will be either MONDAY, TUESDAY or FRIDAY depending on where you live (see attached pick-up schedule) so please place your garbage at the curb, no more than 5 feet from the road, on the night before your scheduled pick-up. All garbage cans and or bags must be visible to the driver. Missed garbage pickup requests must be made to the office within 24 hours of collection day.


Garbage service is for individual household material that is generated from within your service address each week.

Please NO LOOSE GARBAGE, all refuse must be bagged, bags must be tied and weigh no more than 40lbs and be able to be lifted by one employee.

DO NOT PLACE GARBAGE IN GROCERY BAGS, CARDBOARD BOXES OR 55 GALLON DRUMS.


To our disabled customers unable to transfer refuse to the curb, upon verification, we will offer collection at the house to you. Please call our office at 724-495-6199 if you wish to set up garbage collection at the house. A limit of 2- 35-gallon garbage cans or the equivalent in plastic garbage bags, will be collected at the house each week.  Garbage must be easily accessible for our employees to collect. Any large item must be placed at the curb.

We are closed on: Thanksgiving Day, Christmas Day, New Year’s Day, Memorial Day, Independence Day, Labor Day. We will be closed and will collect the day after your normal collection day. IF A HOLIDAY FALLS ON A WEEKEND, THERE WILL BE NO CHANGE TO YOUR COLLECTION DAY.

We collect on:  Martin Luther King Jr Day, President’s Day, Columbus Day, Veterans Day.

WE ALSO COLLECT:

Bulky Materials- Furniture (chairs, couches, mattress and box springs, and other household items generated from the customers address only) stoves, dishwashers, washers, dryers.  Hot water tanks must have the liquids removed. We will collect one large item a week from each residence with your garbage.  We also accept small appliances such as but not limited to microwaves, small kitchen appliances, carpet sweepers etc.


Carpeting- carpet, rugs and padding must be CUT AND SECURED into 4ft by 12 inches in diameter. No more than 6 rolls may be placed at the curb each week.


Yard waste- Grass, shrubbery, tree trimmings (3 inches in diameter or less, and no longer than 3 feet in length. No more than 5 bags of yard waste will be collected from each house a week.

Holiday Christmas trees 6 feet or taller must be cut in half.

NEEDLES AND SHARP OBJECTS:

Please place all needles, syringes, and lancets, in a plastic container with a secure lid, you may then place the container into your garbage. All other sharp items including glass and metal please place in a cardboard box or wrap with heavy paper and tape closed before placing in your garbage.


Paint: No liquid paint may be placed in the garbage for collection. You may place cat litter, or a paint hardener into the paint to make the paint solid.

Place the paint can at the curb with the lid off so that our employees may see that the paint is no longer in liquid form.


Items containing Freon: We are unable to collect appliances with Freon.

Any appliance that contains Freon must have the Freon removed by a heating and air company, they will tag the item and then we will be able to accept the item at the curb for collection.


Construction Material: Construction material is not included in the cost of service. Please call for special pricing and to schedule pick up. If you have an item to dispose of and you are unsure if it can be collected, please contact our office for more information.


WE DO NOT COLLECT:

Tires, batteries, hazardous materials, TVs, computers, steel rods, pipes, cement, cast iron tubs, or car parts, dirt, sand, or paving materials. Propane/oxygen tanks, any type of explosives including but not limited to fireworks, gun ammunition or flammable liquids.

Brush, shrubs with roots and dirt attached, tree trunks, or tree limbs more than 3 inches in diameter.

The Borough of Rochester does not provide a curbside recycling program.  Residents or merchants that wish to recycle are encouraged to utilize the Beaver County Recylcing Center located off of Route 51 in Brady’s Run Park.  Accepted materials and hours of operation can be found on the Beaver County Department of Waste Management website or by calling (724) 770-2064.
